What’s in the New U.S.–Ukraine Minerals Deal?

The United States and Ukraine have signed a new agreement granting Washington access to Ukraine’s critical minerals, including rare earth elements, oil, gas, titanium, lithium, and uranium.

While ownership of the resources remains entirely with Ukraine, the profits from future extraction will support a jointly managed reconstruction fund.

The deal excludes existing state revenues and includes no debt obligations for Kyiv, aiming to attract foreign investment and long-term U.S. military support.
