Rubio Highlights Cuba Leadership and U.S. Policy

U.S. Secretary of State Marco Rubio says the United States would benefit if Cuba were no longer governed by an autocratic regime. While the U.S. does not directly control regime change, officials note that the Helms-Burton Act legally ties the Cuban embargo to such a change.

Rubio emphasized that the embargo remains codified in law, and any future lifting would require meaningful changes in Cuba’s governance, reinforcing current U.S. policy objectives toward the island.
