Graham Threatens Caesar Act Sanctions Over Raqqa Advance

In a post shared on X, U.S. Senator Lindsey Graham issued a warning tied to developments in northern Syria. Graham wrote that if Syrian government forces continue to advance in the north toward Raqqa, he will push for reimposing Caesar Act sanctions, using the phrase “sanctions on steroids.”

In the same post, Graham claimed that “no one in Syria is listening” to him or other U.S. officials. He warned that if the situation continues, it could lead to what he described as “bone-crushing sanctions” and could permanently damage relationships between the United States and Syria’s new government. He also wrote that he has “tried to be fair” to the new government, but said his efforts appear to be “falling on deaf ears.”

Graham’s message included a direct appeal: he urged Syrian government forces to “stop and turnaround” if they want to salvage the relationship. He framed the alternative as a lasting rupture with the U.S. Senate and long-term harm to U.S.–Syria relations.
